Shivaji... just a Maharashtrian Hero???

3M gets irritated when Chhatrapati Shivaji is referred to as “Marathi/ Mahrashtrian Hero”. We have to realise that his impact was far wider and that his embryonic Maratha Empire went on to dismantle the centuries old Mughal Empire in less than half a century from his death.

But it is interesting to know that even at its peak, Shivaji's kingdom covered less that 20% of current day state of Maharashtra... essentially hugging the Sahyadri mountain range! Post coronation, he realised that his fledgling kingdom will require strategic depth in case of an all out Mughal attack. So he embarked on a southern conquest which is popularly known as “Dakshin Digvijay”. This foresighted action ensured that the Maratha capital was shifted to Gingee in Tamil Nadu by his son Rajaram during Aurangzeb’s ‘War of 27 Years’!


The above map shows that Shivaji’s kingdom (Hindavi Swaraj) was spread in current day states of Gujarat, Maharashtra, Goa, Karnataka, Andhra Pradesh & Tamil Nadu... and you still look upon Shivaji as "just a Maharashtrian Hero”???

In response to the cover story of Outlook Magazine “The New Enemy” (September 3, 2012), 3M had sent a letter to the editor explaining the background to Raj Thackeray’s speech. And this is what they printed.

Bangladeshi Raj

Your cover story, The New Enemy (Sept 3), has fallaciously branded Raj Thackeray’s MNS as a communal party though hundreds of his Muslim followers had joined the Aug 21 rally. It is imperative to understand Raj’s political philosophy to comprehend his Azad Maidan speech. He believes that all states in India have become virtual sub-nations and that the leaders of Hindi migrants in Mumbai are trying to destabilize the body politic of Maharashtra, a sub-nation of Marathi people. Now Bangladeshis are adding fuel to the fire. He has defined this sub-nationality as ‘Maharashtra Dharma’. This concept was developed by various saints and administrators since the 11th Century including Malik Ambar (a Muslim) and was finally adopted by Chhatrapati Shivaji as the founding principle of the Maratha Empire. In fact Lokmanya Tilak used the essence of ‘Maharashtra Dharma’ to build the concept of ‘Swarajya’ which in turn formed the core of Indian Independence Movement. ‘Maharashtra Dharma’ is to be understood as all-inclusive, secular and just governance that is averse to ‘foreign interventions’. Though Raj wants to restrict himself to his state, the media has ironically made him a national leader with Hindutva leanings!

Raj Thackeray's MNS invites Mumbaikars for a March to protest CST Riots


3M is pleased to see that this letter by Raj Thackeray is bereft of any Anti-Muslim rhetoric... but strongly condemns Maharashtra Administration and Police chief for emasculating the Police force! Surprisingly, the original champion of Hindutva is doing nothing except writing fiery articles in Samanaa!

Today's Navakaal Newspaper mentions that the police force at large is unhappy about the way they have been treated and hence their family members are going to participate in the MNS morcha in a big way on 21st August 2012! The morcha (March) will start from Girgaon Choupati at 12 noon and will end at Azad Maidan. The Maharashtra administration is reluctant to give permission for this event as 'it may cause trouble in the city'!

Departing from the norm, yesterday's front page ad in Shiv Sena's mouthpiece Saamana does not have the image of its supremo Balasaheb Thackeray. Though 3M shrugged it off as an outlier, the same omission is repeated in today's paper! And now we get the news that Thackeray Sr is missing from the Mira Bhayander Election campaign... Is Uddhav Thackeray trying to carve out an independent image given his father's ill health?

The earthy tunes of ‘Gangs of Wasseypur’ are amazingly local but global at the same time. 3M was sure the music director has to be a guy with roots in the Gangetic belt. Much to his amusement, it turned out to be a Womaniya… that too of Marathi origin! Kudos to Sneha Khanwalkar for being part of a rare breed in India – Female Music Director.

My Article in Loksatta: मुंबईबद्दलचे नक्राश्रू (Sharad Pawar's crocodile tears for Mumbai)

मुंबईला केंद्र सरकार सापत्न वागणूक देते असा राज्य सरकारातील अनेकांचा आरोप असतो, तर शरद पवार यांनी परवाच्या शनिवारी राज्य सरकार मुंबईच्या विकासावर अत्यल्प खर्च करत असल्याची खंत व्यक्त केली. वास्तविक, अतिप्रचंड महसूल देणाऱ्या या महानगरासाठी त्या तुलनेत खर्च का करता येत नाही, याची कारणे ऐतिहासिक आहेत आणि गेली कित्येक दशके ही वस्तुस्थिती पवारांनाही माहीत आहे..

महाराष्ट्र सरकार मुंबईकडे किमान आवश्यक एवढे लक्ष देत नसल्यामुळे हे महानगर कोलमडून पडेल, अशी भीती केंद्रीय कृषिमंत्री व राष्ट्रवादी काँग्रेसचे अध्यक्ष शरद पवार यांनी व्यक्त केली आहे. यशवंतराव चव्हाणांच्या जन्मशताब्दीनिमित्त महाराष्ट्र विधिमंडळाने आयोजित केलेल्या ‘महाराष्ट्र : काल, आज व उद्या’ या चर्चासत्रात भाग घेताना गेल्या शनिवारी- ५ मे रोजी त्यांनी हे मत व्यक्त केले. मुंबईचा कारभार चालविणे मराठी लोकांना मुळीच जमणार नाही आणि म्हणून हे शहर संकल्पित मराठी राज्याला जोडू नये, अशी ठाम भूमिका राज्य पुनर्रचनेपूर्वी येथील अमराठी नागरिकांची होती. ते येथे बहुसंख्येने होते. त्यांच्या या विरोधामुळेच संयुक्त महाराष्ट्राच्या चळवळीचे रणकंदन घडले आणि त्यात १०५ जण हुतात्मे बनले. जी शंका ५३ वर्षांपूर्वी येथील अमराठी लोकांनी व्यक्त केली होती, ती पूर्णपणे खरी ठरली असा शरदरावांच्या या म्हणण्याचा अर्थ होतो.

केंद्र सरकार देशाच्या राजधानीची काळजी घेते, त्याप्रमाणे राज्य सरकारे आपापली राजधानी चांगली राहील यासाठी दक्ष असतात. महाराष्ट्र तेवढा याला अपवाद आहे. याची दोन कारणे आहेत. कोकण वगळता बाकीच्या महाराष्ट्रातील राजकीय नेत्यांना मुंबई आपली आहे असे वाटत नाही. शिवसेना-भाजप युतीच्या कारकीर्दीत (१९९५-९९) मुंबईत ५४ उड्डाणपूल बांधण्यात आले. शिवसेनेचे नेतृत्व मुंबईस्थित असल्यामुळे हे शक्य झाले. युतीनंतर काँग्रेस-राष्ट्रवादीचे मंत्रिमंडळ अधिकारावर आले. त्या वेळी युतीच्या कारभारावर टीका करताना मुख्यमंत्री विलासराव देशमुख म्हणाले, ‘‘युतीने मुंबईत ५४ उड्डाणपूल बांधले. काही तारतम्य आहे की नाही?’’ मग साखर कारखाने व सूतगिरण्या यांची संख्या वारेमाप वाढविताना हे तारतम्य लोप का पावते? एकटय़ा विलासरावांच्या घरातच आता तीन साखर कारखाने आहेत. मुळीच गरज नसताना त्यांनी लातूर शहरात एक उड्डाणपूल बांधून घेतला!

मुंबईतून राज्य सरकारला अतिप्रचंड महसूल मिळतो, त्या मानाने हे सरकार या महानगराच्या विकासावर अत्यल्प खर्च करते, असे पवार म्हणाले. केंद्र सरकारला मुंबईतून फार मोठा महसूल मिळतो, पण केंद्र सरकार या महानगराला वाटाण्याच्या अक्षता लावते, अशी तक्रार राज्य सरकार नेहमी करीत असते. हीच तक्रार शरदरावांनी आता राज्य सरकारच्या विरोधात केली आहे. खरी गोष्ट अशी की, महाराष्ट्र स्थापन झाल्यापासून मुंबईला सवतीची वागणूक मिळत आहे. दुसरे म्हणजे पवारांनी संबंधित आकडेवारी योग्य प्रकारे मांडलेली नाही. कर्मचाऱ्यांचे वेतन, निवृत्तिवेतन, कर्जावरील व्याज व हप्ते यावरच राज्य सरकारचा महसुली उत्पन्न खर्च होतो. त्यामुळे केंद्राकडून येणाऱ्या निधीतून विकास खर्च करावा लागतो. साहजिकच मुंबईच्या वाटय़ाला किमान आवश्यक तेवढा निधी मिळत नाही.

राज्यघटनेच्या ३७१ व्या कलमातील विशिष्ट तरतुदीमुळे महाराष्ट्र सरकारकडून मुंबईवर किमान आवश्यक एवढा खर्च होऊ शकत नाही हे या संबंधात आणखी एक कारण आहे. या कलमामध्ये विदर्भ, मराठवाडा व उर्वरित महाराष्ट्र असे या राज्याचे तीन विभाग कल्पिलेले असून त्यावर समन्यायानुसार खर्च झाला पाहिजे आणि त्याची काळजी राज्यपालांनी घेतली पाहिजे असा दंडक घालून दिलेला आहे. (समन्यायानुसार म्हणजे दरडोई समान असा अर्थ राज्य सरकारने गृहीत धरला.) त्यामुळे उर्वरित म्हणजे पश्चिम महाराष्ट्राच्या वाटय़ातून मुंबईवर खर्च करावा लागतो. महाराष्ट्राची राजकीय शक्ती (म्हणजे काँग्रेस-राष्ट्रवादीची) पश्चिम महाराष्ट्राच्या (म्हणजे देशावरच्या) सहा जिल्ह्यांतून येत असल्यामुळे तो भाग आपल्या वाटय़ापेक्षा जास्त खर्च करून घेतो. त्यामध्ये शरद पवारांचा पुणे जिल्हा नेहमी आघाडीवर असतो. मग कोकणच्या वाटय़ाचे पसे काढून मुंबईवर खर्च केले जातात. तेसुद्धा या महानगराला पुरेसे होत नाहीत.

या संबंधात पूर्वीची एक घटना लक्षात घेणे समयोचित ठरेल. वेंगुल्रे येथे १९६० साली पहिली कोकण विकास परिषद भरली होती. या प्रदेशाच्या विकासार्थ खास १० कोटी रुपये जादा खर्च करण्यात यावेत, अशी मागणी त्या वेळचे दक्षिण कोकणचे खासदार नाथ प यांनी केली होती. तेव्हाचे मुख्यमंत्री यशवंतराव चव्हाण त्या परिषदेला उपस्थित होते. त्यांनी एक कोटी रुपये जादा विकास खर्च करण्याची घोषणा केली. पुढे विधानसभेत त्यांनी तिचा पुनरुच्चार केला. नंतर तीन वर्षांनी अंतुले विधिमंडळाच्या आश्वासन समितीचे अध्यक्ष असताना, हे एक कोटी रुपये खर्च झालेच नाहीत असा त्यांनी अहवाल दिला. नंतर पुढच्या वर्षी अध्यक्ष बदलण्यात आला. मग नव्या अहवालात निधी खर्च झाला असा निर्वाळा देण्यात आला.

खरी गोष्ट अशी की, ३७१ व्या कलमानुसार महाराष्ट्राच्या एकूण निधीतून कोकणावर एक कोटी रुपये जादा खर्च होऊ शकत नाहीत, तसा खर्च पश्चिम महाराष्ट्राच्या वाटय़ाला आलेल्या निधीतून करावा लागेल असे त्या वेळी विदर्भ-मराठवाडय़ाच्या मंत्र्यांनी निक्षून सांगितले. परिणामी प्रत्यक्षात असा खर्च न होता तसा खर्च झाल्याचा आश्वासन समितीचा दुरुस्त अहवाल तेवढा कोकणाला मिळाला. आता एक कोटी रुपये म्हणजे नगण्य रक्कम, पण ५० वर्षांपूर्वी ती मोठीच होती. विदर्भ-मराठवाडय़ाच्या त्या मंत्र्यांनी आपल्या प्रदेशांवर मात्र जादा खर्च करून घेतला. आपल्या देशात आíथक नियोजनाला प्रारंभ झाला तेव्हाच महाराष्ट्र स्थापन झाला असता तर विदर्भावर २३ कोटी रुपये, तर मराठवाडय़ावर १९ कोटी रुपये जादा योजना खर्च झाला असता असा त्यांनी हिशेब केला आणि तेवढा जादा खर्च करून घेतला!

मुंबईच्या विकासाकरिता पुरेसा निधी खरोखर उपलब्ध करून द्यावयाचा झाल्यास महाराष्ट्राचे प्रथम सहा विभाग कल्पावे लागतील. (१) मुंबई महानगर प्रदेश, (२) उर्वरित कोकण, (३) खानदेश, (४) उर्वरित पश्चिम महाराष्ट्र (म्हणजे देश), (५) मराठवाडा व (६) विदर्भ असे ते असावेत. मुंबई महानगर प्रदेशाचा गरजाधारित विकास खर्च प्रथम बाजूला काढून बाकीचा निधी इतर पाच विभागांवर समन्यायानुसार वाटून देण्यात यावा अशी व्यवस्था झाली तरच मुंबईच्या विकासासाठी पसा मिळू शकेल. मुंबई महापालिका प्राथमिक शिक्षणावर जे शेकडो कोटी रुपये खर्च करते ते खरे म्हणजे सर्व राज्य सरकारने सोसले पाहिजेत, पण प्रत्यक्षात त्यातील अत्यल्प वाटा हे सरकार देते. मग अन्य नागरी सुविधांना कात्री लावून तो पसा महापालिका शिक्षणावर खर्च करते.

मराठी राज्याला मुंबई मिळावी या गोष्टीला राज्यपुनर्रचना होण्यापूर्वी मुंबई काँग्रेसचा ठाम विरोध होता. त्यामुळे प्रत्यक्ष महाराष्ट्र स्थापन होताना ही काँग्रेस भेदरलेली होती. हे ३७१ वे कलम मुंबईच्या मुळावर येईल याकडे लक्ष देण्याएवढी तिची मन:स्थिती नव्हती. ही हेळसांड मुंबईला गेल्या ५२ वर्षांपासून भोगावी लागत आहे.

मुंबईवर होणारा अन्याय दूर करण्यासाठी ३७१ व्या कलमामध्ये दुरुस्ती करावी लागेल. त्याला विदर्भ व मराठवाडा यांचा सक्त विरोध राहील हे उघड आहे. याचे कारण म्हणजे सर्व मराठी प्रदेश एकत्र करून त्यांचे एक राज्य व्हावे अशी इच्छा असणाऱ्या बडय़ा नेत्यांच्या दरम्यान १९५३ साली नागपूर करार झाला. राज्यघटनेतील ते कलम या करारावर आधारित आहे. या कलमात आता दुरुस्ती करावयाची झाल्यास महाराष्ट्राचे विघटन होण्याचा धोका संभवतो. असे असले तरी सर्व संबंधितांची समजूत घालून अशी दुरुस्ती घडवून आणण्याची पूर्ण क्षमता असलेले महाराष्ट्रात एकच नेते आहेत ते म्हणजे शरद पवार. या लेखात दिलेली सर्व वस्तुस्थिती त्यांना गेली कित्येक दशके चांगल्या प्रकारे माहीत आहे. असे असताना त्यांनी आताच हा विषय का उपस्थित करावा? त्यांनी एक तर ही दुरुस्ती घडवून आणावी किंवा मुंबईसाठी नक्राश्रू ढाळणे बंद करावे. त्यांनी उपस्थित केलेल्या विषयावर राज्य सरकारने श्वेतपत्रिका काढावी, अशी मागणी मुंबई महापालिकेने आता केली तर ही बाब ऐरणीवर येऊ शकेल.

Ajintha अजिंठा - Marathi Movie



Even before Bipasha Basu's Singularity is released, Nitin Chandrakant Desai comes up with another Brit-Marathi love story called Ajintha. Supposed to be based of true love story between Major Robert Gill and a local tribal girl, when he was commissioned to make copies of the frescoes at Ajanta Caves in the 19th century! Sonali Kulkarni essays the role of the tribal girl while Philip Scot plays her paramour... but only time will tell if she has been taken for her hot body or acting skills!


3M loved the stylised logo inspired by Modi Script... also the fact that the makers have used the original name of the location Ajintha, instead of the anglicised version - Ajanta!


3Mpedia: In 1977, V Shantaram directed a movie called Chaani in which Ranjana Deshmukh plays a love child of a British gentleman and a tribal girl from Maharashtra!
